According to reports, the Bombardier Challenger 604, registered as N9191 and stationed in Djibouti, made multiple flights over the two countries on November 14, 15, and 26. An anonymous official in Uganda told local media outlet Chimpreport that the spy plane's focus on the Albertine Area, which is home to oil production facilities and specialized military bases, has raised eyebrows. "So, of all places, why was the spy plane focused on this area? And what type of data was collected by this spy plane?" the source asked.

Uganda's defense ministry has confirmed that the Bombardier Challenger 604 made three trips over Beni in the DRC and Kasese and Bundibugyo in Uganda. Brig. Felix Kulayigye, spokesperson for Uganda's defense ministry, stated that the matter is being handled at the highest level.

Interestingly, a month prior to the flights, the Office of the Chief of Joint Staff of the Uganda Peoples' Defense Forces, Maj Gen Jack Bakasumba, received an application for overflight authorization from the U.S. Defense Attaché's Office in Kampala. The U.S. claimed that the flight was for the purpose of dropping off soldiers and equipment to the Democratic Republic of the Congo. However, the DRC reportedly did not receive the flight.
