The UK government has made a significant U-turn on its stance on artificial intelligence, shifting from caution to enthusiasm with the unveiling of a comprehensive plan to invest in AI development. The "Plan for Change" aims to make Britain a global leader in AI, with a focus on speeding up public sector services, establishing "AI Growth Zones," and attracting £14 billion ($17 billion) in private investments, creating 13,250 jobs in the process.
The plan is based on 50 recommendations laid out by venture capitalist Matt Clifford in his "AI Opportunities Action Plan" published in July 2024. Notably, the government's announcement makes no mention of safety concerns, harm, existential threats, or other risks associated with AI development, which were previously highlighted by the UK government itself.
Prime Minister Keir Starmer emphasized the need for the government to support the AI industry, stating that "Artificial Intelligence will drive incredible change in our country... We must move fast and take action to win the global race." The plan includes the establishment of a National Data Library to store and utilize public data for AI development, as well as a new Energy Council to address the energy demands of AI.
The UK's tech industry has long been a significant player in Europe, with companies like DeepMind and ARM originating from the country. However, the UK still lags behind the US in terms of technology investment and AI startup growth. The government's plan aims to bridge this gap and create UK-based hyperscalers, which would not only modernize the economy but also increase the country's sovereignty.
The announcement comes at a critical moment in UK politics, with Prime Minister Starmer facing challenges from the incoming US President Donald Trump and his allies, including Elon Musk. The investment community has welcomed the initiative, but with caution, emphasizing the need for regular measurement and course correction to ensure the plan's success.
Investors have also highlighted the importance of cohesion across the government to realize the plan's ambitions. As Andrew J Scott, managing partner at 7percent Ventures, noted, "The action plan won't realise its ambition to make the UK a winner in AI unless other policies are aligned across government."
The UK's shift in focus from AI safety to investment and growth raises questions about the government's priorities and its ability to balance the benefits of AI development with the potential risks and consequences. As the plan unfolds, it remains to be seen whether the UK can successfully navigate this complex landscape and emerge as a global leader in AI.
